No Education Bill? 

The 2010 legislative session ended with the Governor and legislature failing to pass an Education Finance bill. What does this mean for school districts?

This means that several great provisions were not passed that could have helped our school district during these difficult economic times. Several provisions that we were fighting for went down to defeat during the special session that finalized the budget agreement negotiated between the legislature and Governor Pawlenty.

The shift of education payments to schools was increased from 73% - 27% to 70% - 30% to balance the State's budget, which means that schools will now receive 70% of their annual aid payments in one year and 30% the following year. The good news is that repayment of the 30% has been put into law or "codified" that it will be repaid at some time in the future. (After the Governor's unallotment of school aid payments last session, it was uncertain whether or not schools would be receiving the shifted or delayed portion of their aid payments, or if in fact this was an extremely large cut.)

With a projected budget deficit of approximately $5.8 billion for the 2011-2012 biennium, it is more important than ever to have a presence at the State Capitol and with our federal officials as well to keep education issues in the forefront.

The Robbinsdale Area Schools Legislative Action Coalition (LAC) was established by the school board to be an advocate for our public school district and the learners, families and communities it serves.

From Minnesota's State Constitution:
Section 1. UNIFORM SYSTEM OF PUBLIC SCHOOLS. The stability of a republican form of government depending mainly upon the intelligence of the people, it is the duty of the legislature to establish a general and uniform system of public schools. The legislature shall make such provisions by taxation or otherwise as will secure a thorough and efficient system of public schools throughout the state.

Congressman Keith Ellison and Dr. Carl Harris, Deputy Assistant Secretary of Policy & Strategic Initiatives of Elementary and Secondary vip visitEducation in the U.S. Department of Education, toured Winnetka Learning Center on May 17. The dignitaries and their staff heard a presentation about Community Education's Family Literacy program, which offers English language instruction for immigrant parents, an early literacy focused pre-school for their children, and parent education, before meeting some of the students. Harris served as superintendent in Durham and Franklin County, N.C. prior to his appointment to the Department of Education.
Facing our Fiscal Challenges
Public invited to forum on the state budget presented by John Gunyou
 
New Hope, Minnesota — Minnesota's budget woes continue this year due to fewer jobs and lower wages. The state’s revenues have dropped below previously forecasted levels, leaving a current deficit of $1.2 billion. These deficits are estimated to grow to $5.4 billion over the next biennium.
 
John Gunyou, former state finance commissioner for Gov. Carlson and current city manager for Minnetonka, will present a public forum titled "Facing our Fiscal Challenges" on Tuesday, April 27 from 6:30 to 8 p.m. at the Hennepin County Brookdale Library, 6125 Shingle Creek Parkway, Brooklyn Center. The event is FREE and hosted by the Legislative Action Coalition (LAC) of Robbinsdale Area Schools.
 
The Legislative Action Coalition is a group of parents and community members established by the Robbinsdale Area School Board to be an advocate for district students and families.

Robbinsdale district residents take education message to Capitol
New Hope, Minn. (February 23, 2010) - More than 40 residents of the Robbinsdale Area School District advocated for public education with legislators at the Minnesota State Capitol February 23.

The legislative kick-off event was hosted by the district’s Legislative Action Coalition (LAC) and was held in a Capitol conference room with legislators stopping by to speak with the group. Legislators included Senators Ann Rest, Mindy Greiling, Ron Latz and Terri Bonoff and Representatives Sandra Peterson, Lyndon Carlson and Mike Nelson.  Click here to read more!

Fall LAC Education Forum a Success!!
The Robbinsdale Area Schools' Legislative Action Coalition (LAC) hosted an event entitled, "A Working Knowledge of Education Funding is Possible!" Tim Strom, from the nonpartisan Minnesota House of Representatives Research Department and one of the most knowledgeable K-12 education finance experts in the state of Minnesota, was the presenter.
